一、目標
依據國立中興大學EMI教學資源中心(以下簡稱本中心)計畫辦理,為鼓勵全國大專校院有意願投入全英語授課課程(English as Medium Instruction,下稱EMI課程)教師共組觀課社群,推動教學觀摩與專業回饋,強化跨校、跨學群教學經驗交流與教師支持系統,以激勵教師攜手提升雙語教學專業知能,特訂定「國立中興大學EMI教學資源中心跨校、跨學群觀課社群實施計畫」(以下簡稱本計畫),並由國立中興大學EMI教學資源中心計畫經費支應。
二、 社群組成及運作
(一) 社群以自由組成為原則,社群成員總成員數至少四人,至多六人之教師,每位教師以參加一個社群為限。每個社群推派一名教師擔任召集人,負責聯繫、教學活動統籌與成果彙整。
(二) 各社群召集人請於申請期程內填妥計畫申請表(附件1)上傳至線上申請平台,內容不全或格式不符者恕不予受理。
(三) 社群成員至少一人須開設符合教育部「大專校院雙語化學習計畫」EMI定義之課程(包含試行EMI之教師),或ESAP專業學術英文(詳可參考《國立中興大學英語相關課程類型判定基準》)。
(四) 社群活動形式以教學觀摩、實務研討、工作坊及經驗分享等方式進行,每次活動須填寫活動紀錄表(附件2),並得開放非社群成員參加,本中心也將協助宣傳。
(五) 計畫運作期間每位社群成員應進行至少一次50分鐘之EMI公開觀課(或教學演示等相關形式);以及至少擔任社群成員公開觀課(或教學演示等相關形式)之觀課者一次(含完成問卷、參與討論會)。
(六) 本中心亦將邀請獲補助之社群教師參加或出席中心辦理之跨校活動,並鼓勵教師踴躍參加中心舉辦之相關研習、工作坊等活動。
三、 公開觀課(或教學演示)執行方式
(一) 前置作業與準備:
由授課教師課前說課,使觀課師長了解授課教師該堂課之主題、教學目標、教學活動與任務及學生學習背景等相關資訊。

公開觀課/教學演示後,召開討論會進行意見交流與專業回饋,後續製作會議紀錄(附件2)並提供2-4張影像紀錄交社群召集人彙整。
四、 審件原則及補助
(一) 補助之審核作業由本中心辦理。
(二) 本計畫由「國立中興大學EMI教學資源中心計畫」經費項下支應,獎補助項目如下:
(1)雙語引領教師:應同時符合下列兩項條件:
A.開授累計三個學期以上或3門以上之EMI/ESAP課程。
B.取得全英語授課技巧36小時課程證書之教師。
(2)雙語新秀教師:未符合雙語引領教師資格,但有意願參與雙語教學相關培訓與實踐,並有意成為未來雙語引領教師者。
(1)教學教案設計:上述兩類教師均可提出申請,所提教案設計表(格式如附件4)須能完整呈現自身公開觀課(或教學演示)等內容,並於最後執行日前一個月繳交,經審查委員審核通過後,每份教案設計可核發獎勵金2,500元,每人至多核發1份。
(2)教案回饋建議:雙語引領教師可提出申請,須於本中心規定日期前針對其他教師撰寫之教案設計提供具體回饋,並須明確提供建議修改方案或指出設計優良之處,以利中心後續提供教案設計教師參考。前述教案回饋建議(格式同附件4),經審查委員審核通過後,每份可核發獎勵金650元,每人至多核發4份。
(1)審查委員將聘請有EMI教學經驗或教案審查相關經驗之專家學者擔任,審查標準表如附件5。
(2)若發現教師提交之教學教案設計或教案回饋建議有抄襲行為者,將取消申請教師獎勵金資格,並追回相關獎勵。
(三) 本計畫不得於其他計畫重複申請,如經查實有重複申請者,本中心將停止補助,並追回相關補助經費。
(四) 雙語教學觀課社群不得於其他 EMI 教學資源中心重複申請 。 如經查實有重複申請者,本中心將停止補助,並追回相關補助經費。
(五) 執行期程:計畫自通過日起至當學期10月31日止。
五、 社群管考與結案
(一) 社群召集人至遲應於計畫執行期程後兩週內繳交成果報告(格式如附件6)及授課(教學演示/開會)影像紀錄。
(二) 社群活動紀錄及成果報告資料將公開於本中心網頁,供非營利或教學推廣使用。
(三) 成果報告之繳交狀況將列入未來審件之參考依據。

I. Objective
Based on the project handled by the EMI Teaching Resources Center of National Chung Hsing University (hereinafter referred to as "the Center"), this plan aims to encourage teachers from colleges and universities nationwide who are interested in offering courses in English as a Medium of Instruction (EMI) to form peer observation communities. The plan promotes teaching observations and professional feedback, enhances cross-school and cross-disciplinary teaching experience exchange, and strengthens teacher support systems. This initiative is designed to motivate teachers to collaboratively improve bilingual teaching skills. The plan is titled "National Chung Hsing University EMI Teaching Resources Center Cross-School, Cross-Disciplinary Peer Observation Community Implementation Plan" (hereinafter referred to as "the Plan"), and the expenses will be covered by the EMI Teaching Resources Center project fund of National Chung Hsing University.
II. Community Composition and Operation
Communities are to be formed freely, consisting of a minimum of four and a maximum of six teachers. Each teacher can only participate in one community. Each community will appoint one teacher as the convener, responsible for communication, organizing teaching activities, and compiling results.
The community convener must complete and submit the project application form (Attachment 1) to the online application platform within the application period. Incomplete applications or those not meeting the format requirements will not be accepted.
At least one member of the community must offer a course that meets the Ministry of Education's definition of EMI under the "Bilingual Education Plan for Universities" (including teachers experimenting with EMI), or an ESAP course in professional academic English (refer to the "National Chung Hsing University English Course Type Determination Criteria" for details).
Community activities should include teaching observations, practical seminars, workshops, and experience sharing. An activity record form (Attachment 2) must be completed for each event, and non-community members may be invited to participate. The Center will also assist with promotion.
During the plan period, each community member must conduct at least one 50-minute EMI public observation (or a related teaching demonstration) and serve as an observer for at least one other member's public observation (or teaching demonstration), including completing questionnaires and participating in discussion sessions.
The Center will also invite subsidized community teachers to participate in or attend cross-school activities organized by the Center and encourage active participation in related training and workshops.
III. Implementation of Public Observations (or Teaching Demonstrations)
Preparatory Work:
Before the class, the teaching teacher should explain the lesson plan, so that the observer understands the theme, teaching objectives, activities, tasks, and students' learning background.
Process:
Post-Observation Discussion:
After the public observation/teaching demonstration, a discussion session will be held to exchange feedback and provide professional input. A meeting record (Attachment 2) will be produced, along with 2-4 images, and submitted to the community convener for compilation.
IV. Review and Subsidy
The review of subsidies will be handled by the Center.
This plan will be funded by the "National Chung Hsing University EMI Teaching Resources Center Project" budget. The subsidy items are as follows:
Operating Expenses: Up to NTD 80,000 per case, covering community operations and activity needs. The relevant reimbursement items should follow the "Ministry of Education's Guidelines for Budgeting Subsidies and Entrusted Project Expenses." The community convener must mail the invoice within ten working days from the invoice date to the Center by registered mail and send the activity record form (Attachment 2) to the responsible person's email (ke0409@nchu.edu.tw). If funds are not utilized on time, the Center will recover the remaining subsidy.

This plan cannot be applied for in conjunction with other plans. If double applications are found, the Center will stop the subsidy and recover the related funds.
The bilingual teaching observation community cannot apply for subsidies from other EMI Teaching Resource Centers. If double applications are found, the Center will stop the subsidy and recover the related funds.
Implementation Period: The plan is effective from the date of approval until October 31 of the current semester.
V. Community Monitoring and Project Completion
The community convener must submit the final report (format as in Attachment 6) and the teaching (teaching demonstration/meeting) video records within two weeks after the project execution period ends.
The community activity records and final report data will be made public on the Center's website for non-profit or teaching promotion purposes.
The submission status of the final report will be considered in future review applications.
